If an analysis of capacity on those routes concludes that an option of an additional route ought to be investigated, the Woodhead route for rail use can still be considered,"
By which time the cost would have shot up and another 10 years of talks and numskills sitting around a table wondering how much longer they can drag out the personal expencesses for. Also by which time it will all be too late and one party can blame the other party for only thinking about now instead of the country future.

There were plans not so long ago to reopen the Woodhead route and use it for "Rolling Highway" lorry carrying trains between Sheffield and Manchester. I'm sure that anyone who has driven across the Woodhead Pass and witnessed the amount of lorries would agree that it was a good idea.

Correct John, I have driven artics over Woodhead and Snake Pass on countless occasions and I have experienced many scary moments, like jack knifing in a blizzard on the decent down the "Snake". Reopening Woodhead tunnel to take wagons to Sheffield would be a great Idea.
