Meeting over rail crossing fears (BBC News)

The Scottish transport minister is to meet rail bosses to see if safety measures at train level crossings need to be improved.

I have never quite understood why these crossings have FLASHING red lights. Surely this can lead to confusion. We all understand that at traffic lights a steady red light means "Stop" but a flashing red light? Is it covered in the current highway code? There seems to be room for ambiguity here, and that's always a recipe for potential accidents.
