How awful! The death toll could have been worse though, if they had been traveling full tilt in opposite directions. But surely if one train stops off schedule, the whole line should be shut down immediately?

As the speed potential of trains the world over are rising fast, railways must strive at a system which could immediately communicate about the unscheduled in-way stoppage of the train due to any reason and stop the other approaching train in that section and the adjacent section. This is one of the prime requirements to avoid collisions and the railways of the world should work in a cooperative manner to find the solution.
