Hmm, I can finally take a squiz at some of the video clips here at the library.
This appears to be Wynyard. The Rusty Train Museum Baldwin 5910 being piloted by an 86'er. Freighters would occasionally wander through the Sydney underground during track work on the Main North. But, such capers were kyboshed by OH&S (SHE) concerns about smoking out the waiting cattle. Steve.
