Angry s****y connex

i know this probaly has nothing to do with carparks,but how can the australian goverment let 'connex' operate there passenger services?ive heard there doing bad as usual but are being fined,but keep forking there way out,how can they afford all the millions of pounds,because even the auzzies are not using there rail network that much so how can 'connex' afford there fines which are millions and million,and let me point one more thing out there trains are still filthy and late!
